not at all, it's just that nobody from staff as looked at it and marked as verified. it's still better than not having any bios available at all, which is why this "unverified" concept exists

As @W1zzard already told you, no1 from staff checked those BIOS files.
On the other hand, if you look closer, you send me a GPU-z picture where at card producer appear Power Color and at Device ID it is the ID from Power Color.
Why ? Because chinese simply copied the card and rebrand it as "DATALAND"
No offence mate, it was your choice to buy that card, do not expect that the rest of the world know that "brand"
Be happy that we had those files for you.
There are cases when no1 uploaded ever a file for a specific card model and in that situation you are out of luck.
So consider yourself lucky that you have those 2 files.
And be sure that those files were saved from a card that have exact ID and spec as your card.

Ok. what i suspect here is that you have a tampered BIOS, not an original one.
So when you try to flash an original BIOS file it will receive that error message.
So i suggest to do the following procedure :

Save the BIOS file i provided in the amdflash folder and rename it as RX580.rom
Use search button (win+s) and there you enter CMD. Right click on it and choose : Run as administrator.
Use CD command to enter atiflash folder (directory)
Use the following command to forceflash:
amdvbflash -p -f -fa -fs RX580.rom
After BIOS is flashed a message will appear to restart computer

Kepp us informed how it went
Use an older atiflash version (2.93)
