i replaced ram with other slots
resetted cmos
tried msconfig ram uncheck thing
sfc scannow and dism
changing ram voltage and cpu clock
tried formatting

Amd fx 6330 4.20 ghz
nvidia gtx 1050 ti
motherboard asrock 760 gm hdv

is this problem fixable?

Didi you do all the windows update?
maybe a windows task manager bug

Try updating the motherboard bios if you haven't done so already.

Go into bios settings and adjust ram speed, try lowering it eg from 2133 to 1866 and boot to windows and if that fixes it go back and crank up the speed again to see if it sticks. Make sure ram sticks are in the right slots for dual channel mode, you might have to check manual for your mobo, if you don't have one you can usually find them on manufacturers website.

i tried lowering to every mhz possible none of them fixed it

I had this exact issue with my FX-8350. I didn't use it for a few years, and when I socketed it a couple of weeks ago I was only able to see 8GB / 16GB RAM (4x4 config). I got a new FX motherboard and CPU just to see what the issue was, and it was the CPU. No issue with either motherboard on the new CPU.

So I do not know the cause of this, but from what you are saying and my personal experience, it sounds as though your particular CPU may not be able to see 2 of the DIMM slots. I don't know if this is a common issue with FX CPUs. As a result I also don't know how to fix it, aside from a new CPU. FX-6300 isn't too expensive on Aliexpress, if you are able to wait.

edit: I was also unable to boot with 1 stick of RAM in either of the faulty slots. Are you able to boot with 1 stick of RAM in any position?

The board OP has does have only two memory slots.

Yeah try stock clocks if it changes anything.

I'm not sure. It wouldn't hurt to take off the overclock and see if anything changes

Oops, reading comprehension is hard

Just for pure curiousity I'd take the CPU out and put it back for a possible bad contact or something.
i want to do it too but i dont know how to remove it theres a grey metal thing over cpu and there buttons but i cant remove it

Do you mean the CPU's heatspreader or what? Like where all the text are?

Forza has memory leaks + the memory warning is bugged
ignore it
as for the task manager no clue on a platform that old
maby see if above 4g decoding is enabled in the bios
no need to remove the cpu cooler its not cpu problem its either the motherboard or its bios I have also seem mixing different kits of memory cause this

You seem to be a bit of a novice( no offense meant) imo you need to get someone who knows what they are doing to have a look for you.

you can also try disabling the page file, shut the system down, start it back up and then re-enable the paging file

doesnt work

no its literally like almost impossible to fix this without buying or changing something on motherboard

i never saw something like decoding in bios my bios has already nothing it doesnt even support uefi

I have an FX-8350 still in daily use here but its on 990FX chipset board & works perfectly with no RAM issues at all. That 760 chipset board is imo showing signs of serious ageing. But don't like your chances of getting a new AM3+ board these days unless you want to pay top $ on ebay or something. I also think its risky investing in used boards, they may work at first but for how long?
Unfortunately this looks like a case of a whole system upgrade if you have the budget for it.

test each stick individually in the system
disable uma video in the bios
