[HELP] CPU and GPU throttling when both are used at the same time

I have a laptop with an i7 8550U and a MX150 4GB(25W variant). I managed to unlock my CPU power limits by editing IMON slope. While running a CPU bench mark with throttlestop, it can maintain 3.4ghz indefinitely without thermal throttling(-115mv undervolt in both cache and core). I also managed to push my GPU to 1911mhz from the stock 1543mhz(while still undervolting lover than stock voltages). while running haven at high 720p, it can maintain this clock indefinitely without throttling at around 85-90 degrees, and doesn't seem to use more than 17 watts. However, while running Haven if I run TS benchmark, my CPU runs at 2ghz, which is the base clock. and never crosses it, even though temps are not high enough to thermal throttle(<92C). My gpu also starts using slightly lesser clocks. Temps start dropping to around 80. I don't think this is due to thermal throttling, even if I run my GPU at an absurdly low voltage with lowest clocks which uses only 5W and never goes above 70C, the same thing happens. While gaming it isn't as noticable. In games like valorant, I see that my CPU is consistently goes above 3Ghz since it isn't using all cores but the GPU clocks never cross 1543 and usually stay around 1243. My CPU power doesn't seem to cross 10W(which is 20W due to 50% IMON slope). While playing apex legends, it sorta goes bonkers, with CPU and GPU randomly switching to their optimal frequencies, but GPU seems to have higher clocks more, since this game is GPU bound. Basically, neither GPU nor CPU throttles when stress tested on its own, but both of them throttle when both of them are being used. I am clueless on what could be causing this issue. Any help is greatly appreciated.
