How to fix GPU power limit throttling?

I have had a problem for some time now when I play Skyrim or Elden Ring. When I first start up the games and begin playing, I get 50 - 60 FPS, but then after a couple minutes of playing the FPS suddenly drops into the 10 - 20 FPS range and stays there. So I installed HWinfo to see what was going on and after some testing I discovered that the big FPS drop was caused by my GPU power limit throttling. How do I solve this? I should note that my CPU gets up to 100 degrees Celsius and my GPU gets to the upper 80s while playing these games, but according to HWinfo, the GPU and CPU thermal throttles are already in effect before the FPS drop occurs. It is only the GPU power limit throttle that coincides with the FPS drop from my testing, therefore I'm not sure thermal throttling is the culprit.

As thin as it is, its a notebook.

They all throttle,
 
Decrease voltage (vCore for CPU and GPU), if you can.
 
Also check if fan shroud is not clogged with dust - without opening - feel with your hand if there is any appreciable stream of air coming out at idle and even more at load.
These new games are quite demanding and there's little space for a cooler in a laptop, so usually CPU and GPU are on the same heatpipe, so one heats up another.....and if the cooler is clogged with dust (after the blower) it throttles even more.
