It's probably not a real 570 because 570 do not use the Ellesmere chip. After a little search I found this, everything seems to match up. So it's probably a 470 with a 570 biosmod. Try taking a clearer picture of the die itself

thanks.....l will try flashing the bios

The sticker on the back of the card's PCB says it is an Armor RX 580 SP 8GB.

MSI RX 580 ARMOR SP 8 GB Specs | TechPowerUp GPU Database
indeed.... every thing in this card is fake!!!!!

Before you flash the BIOS, clean off the GPU & get a good picture of it, as liquidplasma suggested. He said it seems to match.

Uhh, what? 470, 480, 570, 580, 590 all use Ellesmere. I have a 570 8GB in my ancient garage PC:

Maybe you're thinking of Baffin (460, 560).

there is no 570 on techpowerup list for Ellesmere GPUs aside from a mobile 570 but that one might as well be a legend cuz I never seen one. And real 570 will show up as Polaris not Ellesmere

Edit: Oh wait, seems you're right. I could swear RX 4xx would show up as Ellesmere and RX 5xx would show up as Polaris, seem I was wrong ye

what is the number that appears on the bottom right of the chip?
For example: 215-0910052

ok so it's actually a 580 but with only 2048 cores, you can check techjesus video about it and you can see on the chip in his video is the exact same number as yours

Now for why the clocks don't match from GPU-Z I have no idea

MSI made a RX 580 2048SP model with both 4GB and 8GB. It seems that yours has 8GB, so it should be the one linked below.

Unfortunately, that card does not have a BIOS available in the database, as the only ones available are for the standard RX 580.

Hello.
I also have some MSI cards, they are RX580's but still same error as you receive.
All of them were checked and BIOS flashed by me.
After that i sent them all to a repair shop, from were i got the answer that unfortunately the GPU itself is dead on all.
The price to resolder a good GPU was near the price to buy a working card, so i decided not to repair them.
When you receive zero at the clock and memory, then you have a generic driver installed that do not actually access you card at full.
Is is like a safe mode for windows.
