Need help with RX 580 underperforming

So i just got a used Sapphire Nitro+ RX 580 4GB, The card seems to run fine and stable but for some reason it's not performing as it should be, I've already tried to set the power limit at 150% but that didn't help.
Any help is appreciated.

What did you test to come to this conclusion?
Comparing to benchmarks for the same card on YouTube using same GPU and settings and also comparing to the GDDR5 GTX 1650 that i had for the paat 2 years and just replaced with this RX 580.

Try 3D Mark and compare the results online with a RX580 4GB + Ryzen 5 2600...

Just did the Time Spy, Average score for my system specs is 4523 and best is 5397, Mine did 4686 which is "Better than 23% of all results".

So in other words, it's OK for what you have, if you want higher scores/fps you need better memory and new CPU.

You could run some other 3D Mark benchmarks and also compare, try Firestrike.

Then we can say that you are more than ok with your actual status.
 
Play a real game and make a conclusion... you don't play benchmarks.
