Power limiting is the safest. Also very easy - just put target wattage into bios or pick the “air cooler” option. The 13700f is just a power limited 13700kf with locked oc and mem controller.but what is safer or less harmfull for CPU undervolting or power limiting it?
undervolting is more finicky.
power limiting a 13700kf will let u run it under air just fine, no need for undervolt unless you really just want to fine tune.
with a kf u can increase the turbo ratio and power limit at the same time to get small boost over the 13700f
