Is 6700 xt an overkill for 1080p gaming super high framerates like 150 - 240 fps in high settings or will an 6650 xt be ok
 
Nothing is an overkill if you can afford it. Your system specs would help you get a better answer though.

If your goal is crazy high frame rates then the 6700 is a good choice. Also bear in mind that games are going to get more demanding on resources. They always have and always will.
 
with one good monitor and that gpu is fine :D

Which game? I just gave my kid one, and he's getting about 85-90fps (5800X) with everything on high in Red Dead 2. Long ways away from 150-240...

6700 XT seems to be a good card for your needs unless you can find a 6800 (non-XT) for a good price.
 
I have 6900XT (bought used) and play 240hz gaming fine good! Nothing is overkill!
 
I'm using this Configuration with RTX 3070, don't go below it, it's very suitable.

Maybe share the rest of system, e.g. you could be limited by the CPU.

7600x 32gb 6000 cl30 ram bc I want ddr5 and good cpu upgrade path like getting new generations
So definitely not limited by the platform. I would suggest checking the prices and see (especially second hand), as it's always better to have the best GPU possible as games evolve and require more to run.
