Tried out new gpu now stuck in a boot loop

The system was working completely fine so I tried a new gpu and when I had pushed all the power cables in made sure I seated the gpu good and correctly I pushed the power button….
And it seemed to work for about 4 seconds then it turned off and then 4 sec later it turns on again just repeating it.
Tried taking out cmos but nothing seemed to change

Re-plug all the RAM and power cables on the mobo
 
There's a short or high-impedance connection somewhere. (IMO)
I've seen this same rough symptom across many eras.

Oldest and oddest was a FX5200 in a Dell's AGP slot needing and un-ironic '(S)NES blow job'; slot and card both.
Dust, Debris, or corrosion from fingering the fingers can cause this.
Sadly, a 'physically broken' PCIe slot does this too. 0 idea how it happened, but my AsRock Z77 E-TIX board 'died' this way. The slot somehow got it's 'springy pins' a-sprungin' and it was shorting / not making contact properly.

Good advice. Many-a-time have I somehow 'bumped' a connection w/o realizing it. I swear just board-flex from inserting a card, etc. can cause a bad conn.
 
Unplug the cord from PSU for a while and try again. Also try to reseat the GPU.

This does work but only once every 2 hours and all the times I have managed to get into the computer I have gotten blue screened
Can you boot in safe mode?

System specs please.
What card did replace, and with what?
What PSU?
Does old card still work correctly?
Put old card back in and remove the drivers.
