i5-13600K Scoring 21000 on Cinebench R23

I built a new gaming computer a number of months ago, and only recently realized it had been thermal throttling. I somehow didn’t realize for this long and so I am now attempting to get things fixed.

It is on an MSI Z790-P Pro Wifi board, being cooled by the Thermalright Phantom Spirit 120 SE. I have entered Bios and lowered the wattage going to the cooler/cpu to 181 and that helped me in terms of temps, bringing it from throttling down to a steady 83. I also set my Lite Load to mode 8. However, my CPU still only gets just over 21000 on the multi core test on R23.

Any help is greatly appreciated!
 
Why are you changing the LLC value?

Also the 12/13/14th are designed to run at 100c. So let it boost away.
 
Right but it’s thermal throttling so I need it to be cooler than it was. I changed the LLC as I heard that was an easy way to improve temps

I mean, that's what it's designed to do. Either hit the turbo limit or 100c. Whatever comes first.

Not how you think it does. Different LLC changes the vdroop value by overshooting so the vdroop is less or undershooting so it's more. Just depends on the type of OC your doing. LN2, Water, Air, Single core or another combo.

HIGH LLC can kill your CPU with the wrong amount of voltage. I've done it.
 
Does 13600k let you adjust V/F points in the bios? If so, that's often a good way to drop all-core voltages while letting it boost higher for single-core loads. Getting the all-core voltage lower will help with your temps. It's a way to get the power down manually without just putting a power limit in. If your single and multi-core speeds aren't too different, you can just use an override voltage and work on dropping that a bit and testing for stability. Most intel CPUs (I just haven't done much AMD testing so I'm not going to speak for those) run at a higher voltage than necessary out of the box. Whether you do an adaptive or override under-volt, either can help quite a bit with temps. Just do some research to find out how to properly test an under-volt to make sure you're really stable and know that stability is more important than saving 2 more degrees. I know Asus has an ai-overclock feature in the BIOS that's actually pretty good. I couldn't tell you what MSI has, but you could see if it's helpful. By that I mean, it'd be helpful if it actually factors in your cooling capacity and then applies settings based on that and your silicon quality. My EVGA board for example will just crank up an all-core OC if I try to let it OC, which would run pretty hot and sacrifice single-core boosts entirely (their "OC Robot" was developed pre-11900k when intel started pushing more of the ratio-OC options).

Sorry I’m quite new to this so I truly don’t know what a lot of this means. I’m just doing what people tell me to lol.

mom getting a lower than average score on Cinebench and I figured I’d go here for help. I don’t know the first thing about fixing it

With everything on stock it throttles about 4 minutes in reaching 92 C

91c is not throttling. It also looks like your MB is setup for 115c tjamx. You have a long ways to go.

Edit: Your peak is 172watts.
 
by oc'ing my r9 3900 to 4.4ghz it scores somewhere in the same ballpark haha. Try to remove the power limits in bios and see if it scores any higher.

It's a problem with the CPU cooling. I see "yes" for core/package thermal throttling. At that moment, the processor reduces the frequency to fit within the temperature limit.
CPU Over Temperature Protection (fine tuning), also deactivating CPU EIST/CPU Thermal Monitor can help you. Overheating can also occur from high voltage, but also from the wrong installation of the cooling.
