I have noticed AV1 is half the size. 427 vs 861. Is it the same quality?

Probably yes, but can't really tell without comparing the two videos directly. AV1 is a newer, more efficient codec, so it would make sense that it would compress more efficiently while retaining video quality.

I noticed the bitrate was also half, it dosen't need much bitrate in AV1? I guess AV1 is only supported on newer processors? Not on 2010 Intel Xeon models?

AV1 is a cutting edge format, so yeah if you can play it back, it's going to do more with less.
