RTX 3070 ASUS Turbo fan is on 100% constantly but MSI Afterburner and any other app are reading 0 RPM

So as the title says my RTX 3070 ASUS Turbo fan is running at 100% while any app that can effect or read fan speed reads 0 RPM or 30% fan speed, the only time that it's not at 100% is when on the BiOS screen or disabled. I've so far tried these solutions:
  • Updating/Changing Drivers ❌
  • Wiping my OS ❌
  • Changing the BIOS on the graphics card itself (Will note that 3070 Turbo BIOS from this site had model number mismatches and didn't work/display at all once installed which is odd/suspicious) ❌
  • Taking apart the card and making sure the connection to the fan is secure ❌
  • Changing the BIOS PcIe settings from Auto to Gen 3 ❌
  • Reseating the card and 6+2 pin power connectors ❌
One extra thing to note is that this card came from a seller on eBay and I got it for $213 on auction (A too good to be true price) so that could play some role/factor in this, and I am also currently going through the return process, just trying to see if I can get it to work before I fully give up. Any help would be incredibly appreciated

You are right

You can find bnib cards of rx 6000 series and you dont have to risk used markets...
 
If it's otherwise okay and really is a 3070 with nothing bad going on with GPU/VRAM/VRM/whatever else I'd just have gone to the workshop and had the fan controller replaced after getting a refund, partial most likely.
But mismatch on BIOS reflashing really does set alarms off, might be something grimy about this GPU. Really grimy.

If you ain't sure and wanna go for the safest approach then just return the device and get your money back in full.
 
The more time wasted on trying to fix a card, the more money lost due to expense of repair and the shorter time to return it and get a full refund, skip the headache and return it for a full refund

Time is of essence, don't get stuck with a defective card.

So I'm assuming return is basically my only option?

I see no reason to buy them, unless heavily discounted. 4060 beats everything sub 300, it's only bested by aftermarket.

I literally own a 6700 XT. It's atrocious value for what it's currently selling for. 2020 to early 2023, it was a reasonable enough option because the market was a complete clown fiesta. Now, having NV GPUs for similar prices but more FPS per W and much more feature rich it's just complete AMD fanboyism to buy anything RDNA2 for the street price. If the OP works with anything CUDA related then Radeons fall off. Likes RT? Radeons fall off. Wants to play recent games at a reasonable framerate? Radeons, once again, fall off:

Lol, thank you guys both for the help I do appreciate it but I'm probably going to go with eidaraman's advice of just returning the damn thing, luckily hurricane Milton has given me ample time to mess with it but even with 2 days dedicated to it haven't got any solutions, maybe a workshop could do the trick but for now I'm just gonna stick it in with the heat sink and an air purifier fan on it and if that can allow it to run even on lower clock then I'll be cool with that. If I do replace I will probably go for a 6700xt because (At least according to Tom's hardware) it's in some ways near to 3070 performance, which is odd that it says that considering Macro's screenshot shows such a different conclusion, but yeah for price to performance I can really only do an AMD card as replacement, and even that would be cool since I'm upgrading from a 1650 which although has served me well has been woefully underpowered even on low settings on some modern games, and honestly if the air purifier thing works even half decent I'll probably keep the card. Either way I've typed wayyy too long but thank you both for the help! Got nothing on reddit so I truly appreciate it

Update: Do not do this, while it worked for a while once under load it totally failed to perform
