1070 with fans stuck at ~900rpm

hello people,
I'm sorry my first post on the board is a request for help but:

I just bought a used Zotac 1070 AMP! .

The guy I got it from got it a couple of months ago for a project, changed the fans (because one wasn't working) but instead of putting a zotac 1070amp fans clones, got it wrong or maybe they werent' available or whatnot, he put in a smaller pair of fans (~8.5cm instead of ~9.5cm, and 9 blades instead of 11) which based on my research online I think are intended for the zotac 1060.

He actually never ended up using the card, but he said he tested it before shipping and was working fine. He offered to refund me if I can't solve this and has a good reputation so I don't think he's trying to scam me.

The card works ok, as far as I can tell, but its fans are stuck at ~900rpm, no matter the settings they always spin at the same speed (it's not PRECISELY the same speed, usually start at ~850rpm and slowly -minutes- get at around 950).

The fan speed % setting works, meaning if I force it at, say, 47%, all softwares (afterburne, firestorm, gpuz, hwmonitor) read it at 47% but the fans keep spinning at the same speed.
When they are 0%, they spin at the same speed of when they are at 100%. If set a fan curve, the fan curve will "work" software wise, meaning I see the % reading increasing with the temperature, but the fans won't move any faster.
If a set them at default and start a bench, same thing. The fan speed reading will correctly increase with temp but not the actual fan speed.

I'm not only relying on the rpm readings, I opened the case and I am watching (and hearing) the fans directly.

Aside from this, i tested the card (obviously not much cos it gets hot since the fans arent catching up to the temperature) with a couple of benches and it doesn't seem to have any issues. RGB on the card works properly. Aside from the fans everything seems to work fine.

I tried to change various drivers version (always with a clean install), tried to change pci ex, I flashed the bios with the same bios version (downloaded from here) it had on, thinking maybe it got corrupted somehow, all to no avail.

I could get the refund but shipping it back would be a pain in the ass, I really like the card beside the fans, I would have to go search and find another equivalent card, and honestly I want to move on with my life.

Any ideas? any help is appreciated!
 
looks like you're locking up around 900rpm because the replacement fans are incompatible with the GPUs fan control configuration. GPUs are tuned to work with specific fans that match their voltage and PWM settings and if the replacement fans dont match these specs its likely the cards BIOS can't properly control their speeds.

Look to find proper replacements on the cheap. Ive had good luck on Ebay in the past with used or pieced out GPU fan replacements

Alternatively, you could try some third party fan control applications and see if you can manually adjust the fans. These applications don't necessarily take over the fans but work with the GPU fan control system and if the fans are out-right incompatible theres a fat chance it might not work.

This won't work.

I have a set of case fans mounted to my XFX RX 6700 XT via adaptor and nothing can prevent them from lighting and spinning, the only thing I never tried is reprogramming the fan controller itself. I can, however, control the speed in the 600...2000 RPM interval but Zero RPM function no more works. Worked on stock fans.

OP has to either:
• Let it be and undervolt if necessary.
• Replace the fans (anything overkill or just the stock fans).
• Return the GPU, get his cash back and find a less PITA offer.

No need to overcomplicate things.

Now if anything person claimed working fine, it's not, you shouldn't waste time, you should return it so you aren't having to spend extra money to fix a not working unit.

Go spend money on a bnib card that has a warranty.

Otherwise find correct fans and put them in.

The reps on pages can be misleading. I had bought a modem in 23 claimed barely used and guys rep was like 99, had no response of him giving a tracking number, got ebay involved to get a response from seller, I finally get it, there is scratches and dust on it, it would train and drop, I called him out on it, he immediately returned my money because he knew if he didn't ebay would break his knees.

I marked him for false advertising.

y'all thanks for the help.

I found and old pair of small gpu fans I had bought years and years ago (never used them), plugged into the 4pin on the card: at 0%, they go half speed, as soon as I push it to even just 5% they start ramping up and go max rpm. Then, there is no way to slow em down other than shutting off the pc (even if I reset them at 0% they keep going all out).

I understand this doesnt help since could still be a faulty fan controller or simply the wrong type of fans, but I wanted to try anyway to see what would happen.

I searched for the proper fans replacement, but I'd have to pay more money, they are knockoff and might not work properly (or last long) anyway, it might actually be the controller and not the fans, plus it takes a month to get them shipped here...

if this was my card and I was trying to salvage it, I'd totally go for the DIY route, and ziptie some spare case fans (that I don't have = more money) and pilot them via the mobo or make a custom fans+shroud solution (a friend of mine has a 3d printer and is actually a 3d modeler by trade...), but probably eidairamen is right: it's not worth the money, the time and the trouble.

In a few days I'll try it one last time in another pc with another build, another mobo another windows etc... just to be thorough. Then I'll get the refund.
