SOYO AMD Radeon RX580 8G No display problem

Hello everyone i have problem with my GPU ordered from China. Monitor not detecting it via VGA/HDMI cable. I power ON the PC graphics card fans starting spining for a while then they shutt off. I opened it and found some soldering, can somebody explain me why they did it. (Sorry for my english) I’ appreciate any answers and explanation.

Interesting if it's being sold as Soyo since the PCB says Asus. No idea about that wire though.
 
Return it if you still can (tell the seller it's dead on arrival) and buy a card from another place if possible. Those RX 580s are not good because many have been mined on and have weird BIOSes flashed onto them. Many other people have issues with these ex-mining GPUs; I have heard nothing but trouble about them here.
 
@dreamyyy13387 Like jak_2456 said, return it if you still can. I would even consider it is a fire hazard! Dont use it, sent it back!

Whomever sold you that card is deceptive, get your money back and report them on page you got it from. Do yourself a favor, save your money and buy a brand new in box card from a reputable source.

Hear hear. I have seen a smaller S.I. complaining about high failure rates on those remanufactured Polaris cards.

Because many miners don't take care of their equipment, then they scam people like the op above
