NVCleanstall not launching, giving a dll error

hi i downloaded NVCleanstall v1.18.0 but when i try to open it says failed to load dll from the list. error code 126 any idea what this could be? would really love some help cuz its been a headache.
i already tried to turn off antivirus, launch with admin, download all c++ and the netframwork none of it helped.

yea it has for a long time on 1.16
