I am in the habit of limiting my framerate through the Nvidia Control Panel to control the heat and noise in my system. In the past this has worked well and performance was rock solid using this method.
When I lock the framerate, the system suddenly struggles to hit the frame cap, even though it was previously producing far more frames than the cap I choose. I initially thought this was a problem specific to one game (Helldivers 2) so I just waited for a patch. Recently I noticed the same symptoms in theHunter: Call of the Wild so apparently it's more than one game, possibly there is a graphics api feature that triggers the response, idk. In this game, my system hits 130 - 150 frames unlocked, and then if I cap it at 80, it struggles to hit that and often hangs out below that in the 60s and 70s.

Intel 12700k cooled by NH-D15
Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3600 CL14 Memory
MPG Z690 EDGE WIFI DDR4 Motherboard
4080 Super
WD SN850 NVME SSD

Also, I don't believe it's directly related to this problem, but I'm getting high hotspot temps from my GPU, thinking about repasting but maybe I should try and RMA? It's PNY. The temps are low 90s and it make me nervous about the card's longevity. The card doesn't seem to throttle based on the hotspot.
