i need help changing pcie slot x16 but im only using x4 i tried slot changes from bios i saw lots of posts about this but still cant get to change it if i restart pc it changes from x1 to x4 somtimes x8

Your bios is selecting different profiles. Go into BIOS and set the PCIE speeds manually. PCIE 4 x8 is equivalent to PCIE 3 x16 and would be a more desirable setting.
 
What’s the system? (Mainly the cpu, the motherboard and the bios version). How many nvme ssds are connected? Any other pcie devices?
 
I had to flick a switch on this ASUS motherboard to get it to recognise gen 5 speeds. Not sure if your motherboard has a similar feature and something similar is at play?! Something like this:

for cpu i have i7 12700k and as for bios version i dont remember but when i go to into bios and see pcie speeds m 2 speeds and this pcie speeds there is gens from 1 to 5
 
So the link width changes on reboot and it’s on an intel system. (Amd had a bios bug at some point). Remove the card, clean the contacts carefully, blow some air on the pcie slot (not with your mouth or “canned air”. Use a blower but don’t let any fans spin.) Install the card again and check if it’s fully inserted. Support the card if you haven't in order to prevent sagging. Then test again.
 
What motherboard do you have? You can grab this information by clicking on search (bottom left), type in System Information (when it comes up click run as administrator).
There you should see most things like motherboard make/model and BIOS version/date.

Have you tried setting the BIOS to gen 4 or 5 instead of Auto?

i did try it all gen 3-4-5 but still does not work bios version

This chap solved a similar issue by reseating the GPU

Power saving never reduces the lane count, only pcie spec version.

Unless slot is incorrect this is the proper next step.
 
If you have pull card out, make sure contacts inside slot are clean (and there are no dust/hair inside it).
You can clean PCIe port pads on card itself with ISO (just in case).
Check, and double check all passive components on PCB that are between PCIe slot and GPU (if it's possible without card disassemble).

PCI-e lane drops on desktop cards is NEVER caused by lack of load on GPU.
