4K 144Hz Video Playback Shows Black Lines

I have an AMD graphics card and an HDMI 2.1 cable (40Gbps). I've noticed that when playing web videos, such as on YouTube or Netflix, random black horizontal lines appear on the screen. This seems to happen only during video playback; it doesn't occur in games or on web pages without videos. After some testing, it appears this phenomenon doesn't happen at 120Hz, and it also seems to be absent now that I've set a custom resolution of 126Hz. Is this a bug in the graphics card's design?

Did you try a different cable? Your question is generalized as an “AMD” card doesn’t help much..
