My setup is:
Processor: Intel Celeron (0.13u) 3070MHz
Graphics Card: ATI RADEON X1300
Memory: 2048MB
Free Disk Space: 166.78GB
Optical Drive: N/A
Operating System: Microsoft Windows Vista
But when I play Gears or Halo 2 PC it "laggy", but my specs meet the requirements?
The Min Requirements are:
OS: Windows Vista or Windows XP
Processor 2.4+ GHz Intel; 2.0+ Ghz AMD
RAM 1 GB
Hard Drive 12 GB free hard drive space
Video Card NVIDIA GeForce 6600+, ATI X700+

Well, I would say some of that is the limitations of your processing power, and video power. Also depends on the resolution and visual settings you have applied, maybe lower those in order to have a smoother gaming experience. But a dual core processor and x1900/1950 or HD2k/3k series card would treat you well (or NV 79xx, 88xx series).

Could you go into more detail about your system? DDR memory speed (assuming it's DDR1, PC3200/DDR400 or lower).

Also, Vista may be pushing that a tad more than XP would, so you may be degrading performance due to that OS being loaded as Vista is more meant for newer hardware with dual/quad core cpu's, newer video graphics hardware (especially w/DX10+ support), and so forth.

Your system really isn't a gaming setup, you may be able to improve cooling and OC to run those games better, but really you'll need to turn down the resolution and graphics level pretty low to enjoy a smooth gaming experience. The x1300 is no gaming card...and will do fairly horribly at newer games like the ones you stated in comparison to newer hardware. I suppose the best way to put it is, run 1024x768 at low settings and see if you can improve from there, but your system doesn't really have the cahonas to go much beyond that for newer games.

Yes but generally with newer games, the min req's don't necessarily mean the game will play worth a shit. Some gaming sites even revise the recommended system specs since the ones posted on the boxes are so out of whack that it seems they may lower them to increase sales.

Both of those games are cpu and graphics intensive, and in both areas, you have some hardware that just can't push enough gusto, especially in Vista to make a good-looking, medium-high resolution gaming experience. And if I recall, both the GF6600 and x700 can push more pixel power than the x1300, which is more related to the x300's and 9200's, so really you're not actually improved upon min. req's.

Hell even consider an x1650xt (1950pro core based, with quad/pipes disabled, perform way better than the abysmal x1300's, x1600's).

Pop a P4 3.2+ w/HT, or a good air cooler and OC your celeron, maybe get some performance DDR to help with that OC, install an x1950/7900gs+ card (both have agp and pci-e flavors, you didn't note which you have, or what your motherboard is...so I have to guess, see my system specs for ideas of how to better list your system specs, you can use SI Sandra or Everest for more details). Make sure the case has proper airflow (intake, venting, exuast fans, good heatsinks, etc, monitor temps w/everest, speedfan, etc.).

Sorry mate, but whilst the X1300 is newer than the X700, it's not better. So you're actually below the minimum requirements :(
