Unstable GPU temps?

Well my card was reaching as much as 86C on load so I decided to up the fan speed from the default 60% to 80%.

Now everything is fine and all but the temperatures are not stable.Like right now it's constantly fuluctuating between 61C and 62C on idle.The same is the case with load temps while playing crysis.Now this seems strange to me that the temps are going 1C and then 1 down even on load.The temps always used to go up while playing non-stop crysis and never come down.
So the simple question is "is this a normal thing"?

Try setting the fan speed to 100% and see if the temps still fluctuate. My temps often fluctuate on the 8800gts usualy 40 degrees idle and 43 at load temp sensors arn't 100% accurate about 90% accurate
 
Hmm is it OK to set the fan to 100% all the time.I dont have any problem with the noise as I can hardly hear it due to the fan blowing over my head.
 
I have mine set at 100% all the time. Its still quite quiet anyway. Is it an 8 series you have.
 
Yes I have 8800GTS 640MB.
 
With what program your checking your temps with? Rivatuner or Everest?
