Is your GPU usage around 70-80% when you are set to 444 as well? What GPU's are you running? MSI? I'm using 2x MSI GTX 980ti 6G.

Thats what I'm wondering..... But I'm receiving mixed answers. some people say it doesn't matter. I think I need to test with another 444 Monitor to find out although when I change this one from 444 to 422 It makes no difference.

I can get it to 60fps with the current setup I just need to lower all the settings in the game which I shouldn't have to do because it works fine on the TV with those same settings. I have even swapped positions of the GPU's and tried different cables... I need another 4k monitor to test it on...

Ya it's strange... I used a save point as a control to check so its at exactly the same time and weather etc.. I am having the issue where 1 card is running 99% and when in SLI both run at 70-80% I wonder if its the Phillips Monitor... I'm going to see if I can get my hands on a different 4k...
