Service Packs are (were?) a collection of previously released updates, lumped together for easier installation on fresh machines. WinXP SP2 was the only SP I know of that came with new functionality.
This one doesn't seem to fit the description, but you're free to call it whatever you want.

updated mine install process took less then 15m no problems
this is not a service pack
its a new build installing this does the same thing as a in-place-upgrade
where the old install is replaced and data is migrated

I had Cortana/ Data collection disabled on our worked laptop and since the built it has re-enabled Cortana feature.

can anyone set default apps, it changed everything to default and won't let me change them now.

also had the cortana data collection turned back on telemetry also.

you are essentially re-installing the os when you perform a up-grade install
of course the defaults are going to be reset( at least the ones for which the options have changed) and post install it asks you about the telemetry and cortana and if you want it enabled
none of my app defaults where reset only the windows related settings

It is just Rejzor , you can skip on him. Creative X-Fi settings do reset on each now build. Like it is a problem to setup them again. Also GPU related settings do not carry over due to obvious reasons.

It never asked me about telemetry or cortana after the upgrade and the default app screen was reset and broken if I chose anything it went to choose a default no matter what I picked but the selection was still default underneath that. I made a new account and the defaults menu worked on that one but on mine it was broken so I just moved everything to the new account and deleted the old one.

That's not the point. The point is because of this update, Microsoft is stealing my free personal time in order to re-configure all the drivers and apps related stuff AGAIN!
Why do I have to waste my time because of a stupid update??

I have had zero issues with upgrading both of my systems nothing was touched not even my custom audio driver
maby take the issue up with your vendors cough creative cough ....
if they aren't sending there drivers to microsoft to be signed as WHQL the update routine will revert the driver to a microsoft signed one

Updated as well on my Win 10 Pro desktop. No issues to report.

Make sure you do the Custom setup, so you can disable a lot of the MS data collection stuff.

Where does this update tell you it is performing an OS re-install?
It absolutely does NOT ask you about telemetry and cortana post install, nor does it warn you that windows related settings have been reset to defaults.

both my machines gave me the same generic post install option setup cortana /telemetry on/off
don't click the express settings if you want the options set your self
and drivers and other misc bits getting reset on a re-install are normal its been that way for literally 20 years

starting with windows 10 major OS updates are shipped as "builds" and not "patches" they do a complete replacement of all the core os data and migrate the user-land stuff
its why you end up with that windows.old folder in c:\ thats the old installation in its entirety reverting back to a old build simple renames that folder and rebuilds the BCD index

as far as RS1 is concerned is a fresh install with migrated userdata which is why some options are reverted to the default
something you would understand if you took the time to understand how this stuff works

Tbh, I have a bigger problem with updates being pushed on my machine than I have with telemetry data collection. But so far nothing has botched my machine, so even automatic updates don't bother me that much.

the situtation with forced updates is the fault of the public
years of too many ill-informed users refusing to update/upgrade has forced Microsoft hand they got tired of supporting 3 concurrent OS versions,
it has lead to so many problems with everything from hardware to software to user experience
that Microsoft decided to pull the trigger on starting over.

at the end of the day one-core/windows10 allows Microsoft to maintain one codebase and support one product going forward it make take a few years to reap the benefits but it was the best move for both Microsoft and its userbase

Same. Installed it on my laptop yesterday. Took around an hour or so to install, and once it was done It just booted up normally. Maybe the post install options are for those who did clean installs?

One thing that did my head in was write permissions with the old Win 10, i have not tried anything like that with this update, basically if i wanted to say mod Medal of Honor Allied Assault (to enable widescreen) write permissions would not allow me to save the document or .CFG

this is caused by older programs not respecting UAC
this has been a thing since vista its the programs fault not the OS's
