CPU downclocks under any loads but it doesn't hit any limits

Hello I am a pretty newbie ThrottleStop user, I feel like this is a super beginner question, but yet I haven't seen any mention of it anywhere else - when I max out all the CPU settings, SpeedStep etc, the CPU downclocks a bit under a load, but it's not hitting any power/thermal/turbo etc limits, it doesn't even come close to hitting them. For example, if I simply open and close the start menu a bunch, it goes from 5ghz to 4.8ghz...while using less than 30w of power and sitting at 40 degrees c.

I want to maintain a constant 5Ghz+ on my CPU, all Turbo Ratio limits are set to 50, SpeedShift min/max both set to 50. I have tried to change BIOS settings, enable/disable/change C state settings, etc. I have tried disabling Intel thermal framework. I have tried like every combination of settings and tweaks, so if anyone has any ideas please let me know.

With some more troubleshooting, I fixed it by setting the "Power limit 4" to 0. Disabling thermal velocity boost also helped to prevent the throttling of higher loads, but the PL4 was the bulk of the problem.

I just don't understand why this fixes it - my cpu has never gone even close to 130 watts to begin with. You can see in the screenshot I sent it's set to 130 watt limit and using 18 watts (yellow number in taskbar) and STILL throttling from 5 to 4.9-4.8 ghz (green number in taskbar) . if anyone feels like explaining that would be cool. anyways thank you
 
I spoke too soon, it still throttles a lot lol just not quite as much as before. Only reason "EDP other". I even tried setting all power limits to 999 and iccmax to 255 and there is still EDP other throttling.....

Is EDP constantly red in Limit Reasons or is it yellow? I have a newer processor where EDP is constantly yellow. This does not seem to negatively effect performance.

Try setting IccMax to the max, 255.75, for CPU Core, Cache, Intel GPU and iGPU Unslice. Also set Power Limit 4 to the max, 1023. Turn on the ThrottleStop Log File and go play a game or do some testing. It will be interesting to see if this is impacting performance any.

Clear the C1E box for steadier multipliers when lightly loaded. Clock Mod does not need to be checked. This type of throttling is rarely if ever used on 8th Gen or newer CPUs.

On most similar CPUs, most people set the CPU Core offset to a bigger number compared to the Cache offset. Setting the Cache to a big number compared to the core is usually ignored by the CPU. Try setting both to -130 mV, do a quick TS Bench 960M test to see if your computer is reasonably stable. The TS Bench should never report any errors. If it does show any errors, stop the test and increase the voltage.

Try bumping the core offset up to -175 mV or -200 mV. I like running Cinebench R23 when testing different voltages. R23 is not a great stability test but it is useful when testing different voltages. Most people see an improvement in performance or temperatures when setting the core offset to a bigger number compared to the cache. Watch for any boxes lighting up red in Limit Reasons when the CPU is loaded.

 
Hi, thanks for the advice. The EDP other is constantly flashing between red and yellow. I tried some of the steps and there is the same result. Here is a log file with light tasks doing the throttling described:
I know TVB throttles at 70degrees , which it went to in this log file, but that's with it turned off

Some laptop manufacturers use an embedded controller to enforce low ball current limits. ThrottleStop does not have access to the EC so it cannot be used to fix EC current limit throttling problems. Some MSI laptops enforce a lower CPU current limit whenever the Nvidia GPU is active. This is some sort of power sharing scheme which prevents getting full performance out of both the CPU and Nvidia GPU at the same time. Manufacturers never seem to advertise these "features".
