1950X Threadripper throttling at 68 C

I have an AMD 1950X Threadripper CPU that for some reason seems to be thermal throttling at only 68 degrees C (according to Core Temp and other utilities). I don't know when this started but I know it didn't used to do this. I've tried older BIOS and older chipset drivers from AMD to no effect. I suspect this is due to Threadrippers built in temperature offset but don't know exactly why or how to fix it.

I have a 1950x and I thought that Threadrippers always started to throttle at 68C.

At least, I'm sure that Threadrippers stop issuing Turbo (4GHz) at 68C, and drop down to 3.4Ghz, their base clock.
