I have an AMD 1950X Threadripper CPU that for some reason seems to be thermal throttling at only 68 degrees C (according to Core Temp and other utilities). I don't know when this started but I know it didn't used to do this. I've tried older BIOS and older chipset drivers from AMD to no effect. I suspect this is due to Threadrippers built in temperature offset but don't know exactly why or how to fix it.
