Would changing to a 25 mm thick fan fix the issue? No, not entirely because the Steropes was never meant to be used with an overclocked system to begin with.
I still am curious how it would perform with a decent 25mm fan. It is not the stock fan configuration, but I could imagine some slim cases being able to fit a 25mm fan.
