3d graphics time slows down

For all games requireing 3d support, they run increadibly slow, like you know in some strategy games you can change the time to 1/4th, 1/2 etc? Its sort of like that. FPS is fine. I have reinstalled everything I could think of from the games themselves to the latest drivers and directx support? Previously all these games ran fine. I think this problem started when I installed civ4. Uninstalling it did not help.

I am using an ATI radeon 9600 and windows XP.

any help?

1./ Check Display Properties, Advanced, Troubleshooter and that HARDWARE ACCEL is on FULL. If not, problem solved! Otherwise

2./ Remove your card via "uninstall hardware"

3./ Power down and remove card. Use onboard graphics, or PCI device

4./ Boot to safe mode

5./ Uninstall drivers (drivercleaner?)

6./ Powerdown and replace card

7./ Boot, say "no" to found new hardware

8./ Install latest drivers

9./ Reboot

10./ Check Hardware acceleration to FULL
