okay so this dell laptop got a charging problem and i tried to get it fixed but the repair guy couldn't fix it basically the charging ic aint working and now the laptop only runs without the battery attached
which causes the laptop to throttle down to 20% cpu usage. using throttle stop and unchecking bd prochot removes that limit but the laptop looks to be limited to max 4 watts and launching any demanding app will halt the mhz down and throttle the laptop is there anything i can do to stop this behavior( getting a new motherboard is not an option) i just want to be able to use the pc at normal speed again

A number of manufacturers' laptops will throttle down to minimum power and/or CPU speed if there's no battery detected (Apple's Intel laptops do this as well). If the rest of the laptop is in good shape, the 8550U is a good enough CPU (4c8t 3.7 GHz ACT) that IMO buying a cheap aftermarket battery is worth it if you have a use for it.

Post a screenshot of the TPL window.

Most Dell power limit throttling problems like you have cannot be solved.

thing is its not charging it at all so no use

You can try checking the MMIO Lock box near the top right of the TPL window.

Many similar Dell laptops use an embedded controller (EC) which can set turbo power limits. ThrottleStop only has access to the MSR and MMIO power limits. When the EC power limits are set lower than the MSR and MMIO power limits, the EC power limits win control of the CPU. That is why some of these Dell created power limit throttling problems cannot be easily solved.

yeah none of that worked still limited but if is the issue is the embedded controller why isnt it possible to disable it using methods like the ones in this tool https://github.com/AaronKelley/DellFanManagement, i was able to disable the embedded controller for the fan using it so is it like impossible to do that to the one connected to the charger this is probably a dead end though

So I did a stupid thing maybe?
I connected my phone cable usb 3 to type c from the laptop to itself the watts increased to 4.8 then it auto turned off

You think a proper usb c charger could over ride this issue?
