Hi,
I had a throttle issue on my 9900k when running a OCCT stress test. It was happening right at the beginning, without any thermal or power throttling.
I downloaded Throttlestop to check the reason(s) but as soon as I start it, the cpu gets back to it's configured speed. I didn't touch a single option. Even if I close the program (not in systray), the issue stays resolved, as long as I don't restart Windows. I thougth of the power plan settings but they are on high performance.
Does anyone know what could Throttlestop do at start that resolves this issue ?
