Use your faucet sprayer to clean the rad fins out after its soaked. You wont have to worry about overspraying quite as much ;)

Do the bucket dunk first then take it outside, put a spray head on a hose and blast the dirt out.

If you want, you could try blowing some compressed air through the fins first. My guess is that this will not dislodge all of it since the soil was wet. You could also try gently using a thin wood skewer or toothpick.
i like that idea, garden hose shouldnt get enough pressure to damage anything - but should blast any hardened dust/dirt/debris out

plastic bag the pump part (honestly even that should be fine if it gets wet, and dries out)

Just hose the rad out and then use isopropylalcohol to dry it out with air

Hey everyone, sorry for the late response; long story short, I followed the advice given and washed the H100 rad whilst being careful with the CPU block (wrapped in plastic) and it all works! Rad is clean and I just installed in my new rig/case; keeping the new 9900k pretty cool!
