Advice on GPU upgrade

DLSS/FSR won't help if you are CPU limited
Not true at all. DLSS & FSR are executed mostly on the GPU, the CPU workload is very minimal.
Also note you need least a 40 series for frame gen, 50 series for multi frame gen.
Though Nvidia has way more driver overhead. For a rig that old, that's a thing to keep in mind
Last info i saw which was many years ago had amd with much more then nvidia. Haven't seen any site do any that testing recently maybe an interesting story to show @W1zzard ?

It's not as bad as you might think. NVidia, AMD and Intel are about on par for how much in the way of resources the drivers and control panels take. All of them are really very efficient.

For framegen, yes. DLSS, no.
 
I don't personally like that an upscaling method should be considered the most important thing when choosing a GPU.

When @W1zzard posts a new GPU review, I go to the RT page straightaway to see the real aka RAW performance of the card that I'm planning on buying.

When it comes to RT, the situation is in dire need of some competition. Hopefully AMD will be able to comeback even stronger with RDNA5 (or UDNA, whatever AMD, just compete in RT, claim the top spot so that the GPU market becomes alive and thriving once again).

There's also Intel, however, they're at their sort of infancy RN so it'll take them a while before they're able to have a say on the RT matter.
