All games are blurry and freeze

Hi everyone! I'm writing for a problem that is haunting me since the last year, when I bought a 3070ti. Since then, I kinda lost interest in playing games with a decent graphic asset. All games have problems with cgi videos at the point they look like they're in 480p or so. They look blurry and slightly pixelated. I also have the sensation that depth of field is handled horribly. When I play, I experience several frame drops that can become a freeze of a few seconds even though I am playing with the raccomended graphics. Some of these games are:
Hogwarts Legacy
Sonic Frontiers
Final Fantasy VII Reunion
Shadow of the Tomb Raider
Some games do even crash.
Sometimes I receive an alarm that my gpu temperature is high, but that happens when it's working hard and it's still around 75-80 degrees. I have no problems with Final Fantasy 14, which is obviously not as resoirce draining as the other games

I have an i5 9600kf with 16 gb or ddr4 Ram.
Do you have any idea what the problem might be? Thanks for all the answers.

EDIT:
Here are the full specs:

gpu: rtx 3070ti
cpu: intel i5 9600kf
ram: 16 gb kingston Hyperx 3666 mhz
display: HP 24mq
disk: XPG GAMMIX S70 BLADE
power: Coolermaster 600W (I can't read the exact model)

I hope this is the display settings you meant.

Blurry? Haven't seen that as a problem since analog video...
The pixelated part makes me think there's some global scaling option set in nvidia control panel, or something.
Have you tried a driver uninstall + running DDU in safe mode, then reinstalling latest/known working drivers?

The overheating part is concerning, all its own. Have you cleaned the dust out recently?
It's not uncommon for fans to buildup an impacted layer of dust on the heatsink (often, out of view under a shroud).
(Thermal problems could certainly be related to the freezing.)

This is the horrible way I see it. It's not compressed, I see it this way, and some games are even worse. Then I switch to gameplay and it looks more than perfect. But I have these freeze moments that can vary from an instant to a few seconds.

There is no blurring on this image. Edge lines are sharp but pixelated, and there is definitely some compression going on here in the image you took, look at the jpeg-like artifacting between whites/yellows and the dark blue sky; this could also be the result of a mild glow/bloom effect in the engine, either way it creates 'pixel junk' that you might perceive as blur, especially in motion.

Rather I think this scene is just running a lower native resolution than you run the game at. Is that possible?

Might be but when it happens on almost every game I play I feel like there is something going on in my PC. I looked for the same scene online and it looks Nothing like this. Also, I still have the freeze issue

May I ask, if this is your first nvidia card?

Do you change settings in nvidia driver after driver install? If yes, what settings are changed?

I use nvidia since I was a child, and usually I don't chance anything. Yesterday I gave it explicit instructions to follo just what the 3d application says, but nothing changed.

Could you check the exact PSU model? If it's mounted at the bottom of your case, you should be able to read the label after removing the side panel.

Could you check card in a different system, a friends system maybe and report back?

I might try, but it's a bit annoying for them, I would use it as a last resource.

I understand. You could go to a shop (or a repair shop) instead, pay them a bit. Thats what I do, actually.

This power supply is underpowered for your upgraded system, and it's also an old budget model. I'd start by replacing it immediately with a quality 650 W unit at the very least.

Sure, Im not denying there are other issues but perhaps a better example of graphics being corrupted somehow will give us better leads.

I thought this might have been the problem but I'm not sure how to test it on another system and, if it works properly, be sure that's a PSU problem. Is there a test I can do on my pc to check if the gpu is suffering lack of energy supply?

Once again, your current PSU is a low quality, outdated model, lacking even the basic 80+ certification. It could realistically deliver 564 W when new -- and that was 10+ years ago. Check out the specs on this page.

Do you have a spare quality unit for a swap? Also, what is your actual 3070Ti model?

i not meant to be rude its just if ya can give all your specs as best as ya can like what monitor and what cable you use
and which windows version + click on your desktop with your right mouse button and go to display settings and make a picture or tell us if there is some scaling on ?

we are in the dark if we dont know some basics

software from here to download would be cpu-z and gpu-z as a start.

but i too cant see blurr in your pics
maybe you are very sensitive to such things and then i would tipp on your monitor and refresh rate or something like that

Do you think one of these two might be good? They got the price, do they have the quality?

Don't worry, I didn't think you were being aggressive! Just the fact that so many people are trying to help makes me happy. I will provide all the info as sono as possible, trying to attach images of even worse games too.

I have to download Shadow of the Tomb Raider again, that was pretty ridiculous! I will try to download it later.

I see two problems in your case:
A) Your monitor's native resolution is 1440p and you might be playing your games at that resolution, the 3070Ti can run out of graphics RAM and blurry/lower-resolution textures might be shown because they use less graphics RAM. Solution - switch to lower resolution 1920x1080 (in-game).
B) As QuietBob said - your PSU - you could check 12V line in HWInfo when you run a game or other graphics intense program; if it dips below 11.4V (5%) your PSU is under-powered.

Try and see how low your 12V line goes and the two units that you linked from amazon might just be good enough, but they aren't really known. With unknown PSUs it's best to take their rated power divided by 2 and see if your sistem needs are satisfied.

Thank you, now that I have a test to do I will do that. I also found another one. Here it is:

This one seems pretty good from the reviews I found online, even though the price is almost twice those I sent

That LC850 unit is good for sure, but quite a bit more expensive. Try lowering your gaming resolution to 1920x1080 and measuring your 12V rail first.

I just checked the HP 24mq's specifications and it has a VGA input (besides the HDMI).
The maximum supported resolution for VGA is 1920X1080 at 60 Hz. Are you using VGA or HDMI cable?
I had problems with my Benq WQHD monitor when connected using DVI or VGA cable, but with Display port or HDMI is was OK.
With VGA or DVI the image was blurry and the display resolution won't go above 1366x720.

As others already said, old 600W power supply is too weak. My GTX1080 was having random freezes with a cheap Corsair 600W power, so I bought a good 650W from the same brand and the freezes never came back.
