AMD 6600 Graphical Glitches, Help Needed

Hello,
My new 6600 started glitching about 3 weeks ago after 3 months of good functioning. It could be happened after a Windows or Amd update but I don't remember for sure. The fact is that glitches can disappear under certain conditions. If I shut down the pc and then turn it on again but with the monitor already on and in standby there are good chances that there will be no problems. Also after multiple restart I can find the round where everything is ok. But if I look carefully I can still find some bugs sometimes, like very small glitches in letters etc. It's like, when the PC turns on, is decided if it is gonna be glitching or not, very rarely happens that if is ok at start later it will start doing glitches, e.g. after opening an app.
Also, the only time when with the above method I tried to gaming, I got a lot of stuttering.
Things I have noticed or tried:
No bugs with Windows basic display driver;
New and Old Amd driver, Pro or Adrenalin, full or minimalinstall, don't fix the problem;
Display Driver Uninstaller or Amd cleanup utility don't fix it;
Refresh rate or resolution don't change anything;
Windows 11 fresh install doesn't fix the bugs;
Changed HDMI cable or port in Tv, it didn't work;
Integrated CPU graphic works ok;
FurMark stress test seemed ok (temperature was good, fans were spinning);
I noticed some wild GPU clock speed spikes in Amd Adrenalin but I read it could be the software causing it.
I try to attach some video for reference.
I have already contacted the reseller because I am still in warranty but they don't answered my mails. The Gpu was gifted to me by my mom who bought from a website very popular here (Italy) but with a lot of bad reviews for awful customer service. So I have little hope for a substitution.

Hello 3x0, thank you for your fast reply.
In the past 3 weeks since the problem started I have tried to play only one time, right after when the problems started (also not much in the mood for gaming lately). I was playing The Witcher 3 and if I recall correctly I needed some game restart and tweakings for make it run 4k/30hz (my old settings weren't good anymore and I feel something wasn't right) but was playable until I reached a cutscene on the boat to Skellige and after that there was a fight where the game became unplayable with heavy stuttering. That was the last time I tried.
I will try the utility you linked and write you back but I'm not exactly a tech savant...

I run the utility you suggested and it says: "Standard 5-minute test PASSed!".
I also checked GPU utilization (100%) and temperature (max 73 c) with task manager and everything seemed all right.

Yeah, I could. My sister have a small 1080p 144hz monitor. But with integrated intel graphic my monitor, which is in fact a 4K TV, work flawless. It could still be that the TV is the problem?

It could be some odd issue with the GPU + TV that developed recently.

OK, I will need to move the PC and beg my sister for her monitor. It will took me some time. I will let you know. Thanks 3x0!

Monitor swap completed. Same problem.
It took me 10 seconds of testing. The PC boot and Windows 11 clock on the lock screen was all glitched.
I don't know what to do. I doubt the reseller will reply to my mails. What can I try now?

Last thing that I can think of is to try booting a Linux Live USB if you have a spare usb stick. You don't have to install Linux, just select the "Live" option when booting off the usb.

Although, it will most likely be glitch free, not sure if Live USB loads complete GPU drivers or not.

Installing Windows 10 instead of 11 is also an option, depending how much files/settings you need to port over...

Honestly the Linux thing seems a bit too complicated and I haven't understood what it can fixes.
I thought of roll back to Windows 10 but I'm good with 11 and when I installed the Gpu I was already on it and it worked good.
I've tried to ask on other websites and the only explanation seems to be that my hardware is defective.
Again thank for your help 3x0 but it seems we can't do anything about this.

Maybe system restore before that time?

And I don't think I can do that because I've very recently done 2 Windows 11 clean install and each time I've wiped out everything.

If that's the case you know whatcha do.

The trouble stays, you got a faulty core. Might be fixed with some MorePowerTool tweaking (or might be not, your luck is an unknown number). My guess is some energy saving feature is going crazy and needs to be turned off in that case.
The trouble flies a plane, you got a faulty HDMI port. You know what to do in this case.

Heavy stuttering after some time playing Witcher 3 at 4K is ok considering your GPU class. Try playing at 1080p using high preset (of course I know how painful it is to play 1080p on a 4K TV, I own a thing) and if it behaves well no matter how long you play, it's most definitely what I put into the spoiler.

Hey, sorry for ignoring you but I'm having some difficult days and everything is a nuisance and I have other things to think about too... But today has arrived the HDMI/DP adapter that I ordered the day after you advised me and you were right, it was the Gpu HDMI port. I just wanted to let you know.

Yup if a port wasnt working and still under warranty Id RMA it, heck I'd pay for an RMA even out of warranty, otherwise last effort is a repair.
