Amd cpu clock speed problem (R5 2600)

Hello!

I have a huge problem that I am trying to solve for days now and it would be much appreciated for your help.

So from the beginning: While I was playing some games, I noticed that I am losing performance for no reason. I check the cpu clock speed and they are wayyy below 3.4-3.9 ghz (1.55 ghz) and the issue has been strange when I restarted my pc and clock speed would go to it's max frequency and temps would jump up and down from mid 30s to mid 40s. When I go to a game, the cpu clock speed now decides to lock itself forever to 3.4 ghz (base clock) even after leaving the game. And this repeats as when I reboot.

I tried several things such as: power savings methods but that didn't help.

Also, I am a pc noob so I don't really understand everything yet

Cpu: AMD Ryzen 5 2600
Cooler: AMD Stock Cooler
Gpu: Nvidia Gtx 1660 super
Motherboard: MSI B450 Mortar Max
PSU: Aerocool 500w 80+ Bronze
 
Is the bios updated on that mobo?
Run 3 instances of CPU-Z, open tabs for CPU, Mainboard & Memory, take screenshot & post it here.

that might sound stupid but one of my friend had the same problem with his r5 3600, stuck at 2.2 ghz..... We figured out that in windows was set the power saving mode in control panel, and this was causing the cpu to not clock at it's full potential. we switched to maximum performance and the problem was gone
 
related to the throttling issue :
open BIOS options and disable these parameters
- Core Performance Boost
- Global C-state Control
- AMD Cool n Quiet
set CPU Ratio manually to default clock speed i.e. 34
if the issue still remains then buy aftermarket cooler with copper heatpipe solution
None of those things are necessary to be disabled and have proper boost. Throttling may be the issue but no mention of max temps. disabling all those things and suggesting a static clock on a stock cooler as the “first thing to try“ isn’t wise but it will definitely see how high his temps get and should throttle.

As @WatEagle said, first I would check the power plan of windows.
All these:

- Core Performance Boost
- Global C-state Control
- AMD Cool n Quiet


...should be enabled in BIOS for the chip to work dynamic clocks. Up or down the base clock.

You should also check the temp of the system in general, not just CPU.
The best way to do it is HWiNFO tool.
