Your Windows they are 32bit version, they can not support 8GB of memory.
You will need to upgrade at 64bit operating system.

4GB of the 8GB graphics card is dedicated to the system, so your GPU is only using 4GB.

GPU properties isnt accurate at all, in fact its incorrect on both of my systems.

In this case its reporting 12GB instead of 11GB.

If your games are running at lower internal resolution problem is elsewhere. Also you should consider updating your OS, Win7 is outdated.

Do not go there.
If there is a Game requiring exclusively Win10, this is an Exception.

The OP he should also try to reinstall direct X , just in case that there is any 3D files corruption.

And a final tip, remove any NET Framework over the 4.5 when installing the driver files.
There is a known bug with half installed drivers because of the higher NET. Version.
