Ask for a refund, you probably got scammed. Also if its a 8gb card then i am pretty sure it was used for mining till it died. And it looks like the seller was kinda dumb at performing the scam cuz he could bake it prior to sale so it wont fail inmediately in your hands.

Anyways, Please post photos of your card, to see the stickers and vram modules. One photo of the card assembled with the id sticker visible and another photo of the card dismantled with vram chips visible, thats enough.

Here are the pictures and can I ask what do you mean by bake

My rx580 is not displaying

Hello
Your card is PowerColor RedDevil with Samsung K4G80325FB memory chips.
So before anything else, please use ATIKMDAG Patcher.
After you download the last version available, use it to patch your video drivers.
After you patch it , restart computer
Check again on Device manager
If you still got that nasty error 43 the you probably need to flash your card with original BIOS.
Here you have a BIOS that matches your card and memory type :

Also here you have a short tutorial "how to" flash a card :

Well... your 580 has been abused in mining, just look at these roasted gddr5 chips. Etherium is really hard on memory, and not so on gpu, this is why its so destructive if you (i mean the miner who sold it to you) dont improve the cooling or do undervolt. So there is the problem, its either the gpu or the vram chips. (could be both). check the photo, that chip is clearly overheated.

By "baking" i meant to say temporarily restoring a faulty gpu by performing a reflow at home, usually done in the oven. Nasty way to scam ppl

The other card you have (looks like a R9 290 or R9 390) could be more promising, in which place specifically does it heat up? Also does the system power on (fan spin) with that gpu inserted?

Well the rx 580 is dead, return it

It's a r9
390

Your first post said it's a 580. Now we can't believe if you are being truthful or trying to blow smoke up our kilts.

Which is it!?

You damn better get the white sticker pics from the card back.

So, let's start over.
Please be so kind and put a picture of the labels from the card.
If the card start and windows boot with it , please make also a GPU-z picture.
Since you have error 43 i will also encourage you to open the card and make a picture of the memory chips.
We need the exact code from them. Use a good source of light and use macro zoom.
And if you have 2 cards we need to identify them correctly in order for us to give you an exact match

This is the back of my card

This is the front pcb
