An overheating issue?

Hi!
Can anyone tell me whether the following image shows faults caused by overheating?

It is an HD4830.
Is it possible that replacing the faulty cooler solves this problem? (this happened once, then I checked the fan, it wasn't moving, I took this photo and immediatelly swiched off the rig).

Some strange artifacts you have there. I'd say it's safe to assume that the card will die eventually, though you can try baking it, results can vary.
Changing the cooler might help but i wouldn't count on it.

It could very well be a heat issue. If the fan isn't working, don't use the card.

I have a similar issue where my image shifts and mirrors, upon checking it was high temps on the MemIO sensor of the GPU, so I'll be another one to say it's related to heat.
