Are these settings somehow triggering GPU power throttling? Temps not an issue!

HWMonitor+throttlestop info here from a reddit thread I made (the HWMonitor shows power draw and the power limit flag on the GPU). The one solution I've found is reinstalling whatever the latest nvidia GR driver happens to be at the time with "clean install" ticked, but that's not much of a fix at all. The issue resumes after restarting windows 11.

This is an evoo LP5 laptop with intel 9750H CPU and a 1660TI mobile GPU. I'm using the default AC brick that is sold with the laptop. This is a new issue that didn't used to happen. I'll take literally any solution I can get at this point, because clearly the power throttling is totally arbitrary, and also I can't afford a new laptop at present.

The reddit thread shows a very old version of ThrottleStop. Download ThrottleStop 9.6

Post some screenshots including the FIVR and TPL windows so I can see your settings. Also attach a log file to your next post. In the Options window check the Nvidia GPU box before you begin testing so this performance information is included in the log file. Try to play a game for at least 15 minutes. Exit ThrottleStop when done testing so it can finalize the log file.

If you want to use ThrottleStop, disable core isolation memory integrity and anything virtualization related. Follow the guide in my signature.

Reboot and delete the ThrottleStop.INI configuration file after you do that.

Post an updated FIVR screenshot when done.

In the TPL window, set Power Limit 4 to a value of 0. Do not check the Clamp boxes. Do not set PL1 higher than PL2.
 
OK I disabled the memory integrity thing, rebooted, and moved throttlestop.ini to a new folder, and also changed the PL1, PL2, and PL4.

If you move ThrottleStop to a new folder, you need to delete the ThrottleStop.INI file. Do not move that file.

I like setting IccMax to the max, 255.75 for both the core and the cache. This can help fix some EDP throttling problems.

Most people use the same values for the Intel GPU and iGPU Unslice. There is usually no need to adjust the System Agent. Only adjust this if you can prove that it reduces temperature or power consumption or improves performance. Most users report zero difference when adjusting the System Agent.

I'll test out IccMax in an hour and report back with how it affects things. So far though, I only noticed FPS went from maybe 44 FPS to like 48 FPS. When I reinstall the NVIDIA driver, FPS shoots up to 150 though and CPU temperature is around 90C while GPU is 83C iirc. I have no clue what it is about clean installing the NVIDIA driver that removes the power limit.
 
Turn on Nvidia GPU monitoring in the Options window and check the Log File box on the main screen of ThrottleStop. Play a game for 15 minutes. Make sure the data you collect includes when your computer is throttling. Attach a log file when finished testing.

It seems like a GPU throttling problem. The GPU power limit might be set too low. Not sure why or how to fix it.
 
Sorry for the delay. Here's the log file with Nvidia GPU monitoring enabled during a gaming session. Do you happen to know somewhere or someone I could take this problem to? I've taken this problem a few places now and everyone seems stumped by it.
