Asus HD7770 low core and memory Clock

Hello,
I just installed my new Asus HD7770 directCu V2 and installed the lastest driver. But the core Clock is stuck at 300MHZ and memory clock at 150MHZ. I heard that it could be the ULPS, I tried to disable it with MSI afterburner and it didnt work. I also bought a 650W PSU and I use an adapter 6" PCI-E PCI Express 6pin to Dual Molex 4pin. When I play a game, the clocks are not increasing at all. I tried older driver

try using trixx or one of the various re branded versions which are all exactly the same.

If it is a 600w PSU without enough PCI pins something is wrong. What are your full specs?
