ATI Tray tool startup resets values ? (Win7 64)

Hello ( Windows 7 64. Unsigned=Test mode ON )
How to make the overclock mhz values(core,ram) to stay the same when windows is restarted ?
When I shutdown the computer the values set previously are lowered to very low even lower than the stock values.
Do I have to make somekind of profile or what check boxes should I check to save and lock the values ?

Sapphire HD3650 DDR2 512mb AGP (stock 725 | 400)
Ati tray tool puts startup values to something as low as 275 | 300 or so at startup !?!

What is the latest ATI Tray tool version number ?

How to use that RadeonBIOSEditor=RBE to raise stock values(a very simple guide ?) if ATItray tool does not save values when restarting ?

I can go to about 900 | 550 maximum ( Temperature 41*C ) and if I go any higher like "(900 | 600)" I started getting ATIKMPAG.SYS error BSOD when running 3DMarks and games. I think PSU 400W ColorsIT (mfg.2005) is the one to blame.

In 3DMark03 I receive 5300 points in 1980x1080 HD resolution. Non overclock points are 4600.

It is probably resetting the values on startup due to the bios's max limit values of 750 | 500.
Overclocking is impossible when bios limits the values and non of these programs work to bypass those. :-(

ATI Tray Tool is like Clockgen I must set all values again in startup. Too much tinkering for me.

Im unsure if MSI afterburner works but ATI tray tools should have an option to apply clocks on boot...

Aww. All these programs are optimized for WinXP 32-bit. I think it is the main problem:
No easy way for old AGP cards in Win7 64-bit ( or other 64-bit Win8 or Win10 )
Card is by the way recognized as Ati HD3600-series in device manager...no Sapphire HD3650 found from any driver .inf I have tried multiple. One time it was recognized as "VisionTek X2600XT AGP" or so...
- EVGA - Software - Precision XOC "Did not recognize the card."
- ATI Tray tool works but forgets the set MHzs when windows is restarted ( Win7 64-bit Driver unsigned test-mode )
- ATITool does not work even when in unsigned test-mode WIN7 64-bit.
- RivaTuner 2009 statistics server edition don't know how to use it but it seems to not work also.

Ok AMD doesnt go specific on model numbers for cards, mine is called Radeon R9 200 series, it doesn't mean that it is not working correctly.

AGP support for GART died with Windows Vista pretty much.
