MSI released a new BIOS update (for X570) with update for, among other things, ASPM.
I know it is some sort of power management for PCI-Express - but performance wise, shouldn't it be disabled?

It is disabled by default. It only unlock the option to enable it if you want, to fix the idle consumption of intel arc gpus (intel arc needed aspm to truly idle).

ActiveStatePowerManagement is PCI-express power saving feature used in laptop computers. PCI-e interfaces are powered down when no traffic goes through; there is some latency of powering back up, so try it both ways and see if it's useful of having it enabled.
