Could it be a hardware problem? I don't care if it's game relatedNope, haven't had this at all. I think the large open area and its geometry is killing your hardware.
Its stuttery, too, apart from the big slowdowns.

Agreed. It looks like the driver thinks the load is low enough to put the GPU to sleep, then suddenly realises that it needs more power so it wakes it up again.Black Mesa isn't particularly demanding and that level is especially easy to run since there are no enemies or explosions, just a bunch of conveyor belts. My guess is a driver issue.
