the bios won't come on but all the fans run. also the fans stay on full blast rather than slowing down and adjusting to the situation like they're supposed to. ive told my bro to try resetting cmos, try a different monitor, try a different graphics card and try generally reseating everything. none of that made a difference. theres also the wierd problem that when the 6-pin pci-e connerctor in the gpu the gpu fan doesn't run but if he takes it out it runs, which tells me its probably the psu but it could be the motherboard beause of the fan and bios thing.
also there are no beeps in the beggining so i can't use that to troubleshoot.
what could the problem be and how can it be fixed?

memory:2gb ddr2 667mhz
vga:ati hd4770
psu: 750w (something)
hd: 2* 250gb
od: dvd-r
sc: creative soundblaster audigy
theres no other addon cards. its a dell xps so the psu make whatever it may be can't be that bad.
