Buying a custom built PC

Here is my build suggestion. I still say you don't need a GTX 780 for 1080p.-

Does the PSU consume electricity as it requires or always at it's maximum?

it only consumes what it needs

it can deliver max: rated psu

but running a psu @ 95% usage is no good
lets say 550W max output
and running it on 530W due consumption will lead to a dead psu and maybe system pretty fast ... also the psu blower will run constanly

i run a 1200W PSU in my rig... i would be poor if it consumes what it´s maxed out for ;)

I've already downgraded it from 780ti to 780

i know i'm probably poking a thoroughly discussed horse, but just for the record... i have one - maybe 2 years old? - machine cooled primarily by a corsair h100i pre-filled liquid system assisted by several strategically placed fans... it isn't exactly cutting-edge spec-wise, but it has enough horsepower to heat up, especially if heavily taxed - we're talking dual gtx 680s, 32 gb mushkin ram, i7-3sometihng [i only see the thing a few times a month and i don't remember the exact specs] w/ a gigabyte mobo - but, now that i'm thinking about it, that thing stays cooler than my current machine and the crapo alienware i had before that... the corsair doesn't look like much, but - at least in my experience - it is very effective and reliable. for me.
