Can a RX 5500 XT run in a PCI Express 2.0?

so long as it's a x16 slot, yes
 
Should be no problem at all their backward compatible. The only problem I see is some current gpu might not be compatible with bios only boards as they are uefi based. I try a gpu on my old core 2 duo and I cannot get it to see it.

This is a problem I think I am having with Vega 56. R9 Fury Nano card works with no problems.

There is a possibly a fix but not sure if it's permanent. Cards that are not compatible, fit a secondary very cheap GFX card & try & install drivers, then disable the cheap card in device manager.

If you get the RX 5500 XT working post what the card can do with a Overclocked PCI-e slot. Vega 56 does not like an Overclocked PCI bus. Fury Nano card does not care.

The reason I'm asking you to check if the card can tolerate an Overclocked PCI bus, is to find out how many "modern cards"
(if any) can tolerate more than 10MHz+ overclock on the PCI-e slot.

Sure it can work on PCIe 2....tho' the problem you can have with older platform and modern GPU cards is the UEFI bios as older motherboards do not have UEFI and some modern GPU's require UEFI to work properly......

One thing to bear in mind is that the RX 5500 XT is a PCIe 4.0 x8 card, so you'll definitely be seeing a performance hit, as the card would only run at PCIe 2.0 x8 speeds, but as the others say, it'll work.
