Seller has XFX 6900 XT for price $343 and said He can grant me about one week to ensure that the card is healthy.
by looking at power maximum and power spike for Reference 6900 XT, respectively 308w and 636w , So far I found this FSP Hydro PTM Pro 850W 80 Plus Platinum ( Cheapest Platinum PSU in my Country ), Can this PSU handle power spike up to 700w ?

it's on the edge but it should be fine. (my Cards can run on 750W PSUs with the stock 284W Powerlimit. Overclocking trips OCP)

Are you planning to use it with your current setup? If you don't overclock the card, the PSU should have just enough power to handle your rig (with about 50 W reserve in a worst case scenario). But in games typical power consumption will be lower.

with my current rig , Yes but sooner or later I will upgrade CPU from 1600X to 5700X , but I'm concerning about Power spike. I'm one of PC users that never do OC ( PC Stability is my top priority ).
Also Cheapest Gold PSU at range 1000 W is DeepCool PQ1000M ( TPU Review ). Which one ?

That 1600X will hold back the performance of the RX 6900 XT. Upgrade it to a 5800X3D or 5600X3D.
A good quality PSU (don't stare at the Platinum rating!) of 850Watts should do the job perfectly fine.

To make it easier for all of us. What webshop are you planning to buy a new PSU? Then we can see what they have and what's the best buy.

cheap usually doesnt pay off with things as important as psu.
i would rather use/say value or lowest priced, so folks would know you're not going for cheap (crap).

You don't OC the 6900XT, but undervolt and underclock. Just like any RDNA gen card.
BTW on topic, I have no problems with my old Capstone 1000M.

From this selection I'd go with the DeepCool 1000 W, especially if you're thinking of upgrading your CPU. The FSP isn't a bad unit, but you'd be riding it close to the edge with a 5700X + PBO boost.

Lower your GPU clock by 200 MHz and wipe about 30 mV so that either PSU will run it just fine (no spikes 500+ W whatsoever on this settings, tested on a 550 W PSU).

Performance loss is almost negligible. No more than 7 percent in the worst scenarios.

can't say for PSU, but I can offer different advice

I had a Ryzen 1700x. Playing Gotham Knights was horrible. Regardless of graphical settings it looks bad, and crashes constantly.
AC Valhalla at around 40+ fps, but bad-looking graphics even at high details...stutters all the time

I upgraded to Ryzen 5700x all my problems are gone. Games now are lag-free and high FPS.
Sure you can buy a new GPU, but that CPU of yours is bad. Trust me.

if you find a 5800 oem for less than a 5700X, Grab it because they are exactly the same chip

Cheap is as cheap does..

If you cheap out on the PSU, you might as well not have a computer at all, but if you do, you should check your smoke detectors, and your insurance plan(s) to make sure they/it covers electrical fires caused by the absence of due diligence :)

You're really overthinking the significance of these spikes. They're so momentary that they're insignificant. Both my OCZ Z1000M and EVGA 1000 G2 Supernova have handled two R9 Furies at the same time (275W each). Then my Z1000M handled a makeshift mining rig 24/7 for 6 months without so much as a hiccup. Here's what was in that rig:

CPU - FX-8350 (125W but running with 4 cores disabled so 65W)
GPU1 - O.G. ATi Radeon RX 6800 XT 16GB (300W)
GPU2 - XFX Radeon RX 5700 XT THICC-III 8GB (225W)
RAM - 2 x 4GB UMAX Cetus DDR3-1333MHz
Storage - WD Blue 1TB 5400RPM

You want to talk about power spikes? Just imagine the spikes from over 500W worth of GPUs running 24/7 for 6 months. My then 11 year-old Z1000M handled it without skipping a beat. I'm not saying that the spikes don't exist but I am saying that they've always been there and it has never been a serious problem before, nor is it now.

Todays psus maybe a little more sensitive in the ocp/ovp section, just like asus x99 mobos had a function that would keep users from booting, disabling it fixed their issue
It was called asus anti surge...

If you cheap out on the PSU, you might as well not have a computer at all, but if you do, you should check your smoke detectors, and your insurance plan(s) to make sure they/it covers electrical fires caused by the absence of due diligence :)

OP: I think that 850 W FSP should be enough, though also look at what others said.

I agree. I'm an enthusiast but I've never gone higher than Gold. For most people, even Bronze is sufficient.

Todays psus maybe a little more sensitive in the ocp/ovp section, just like asus x99 mobos had a function that would keep users from booting, disabling it fixed their issue

Well, if that's true (and I do believe you because you don't make things up), then they're too sensitive because to the best of my knowledge, no PC component has ever been destroyed by a well-made 80+Gold PSU like an EVGA, OCZ, Corsair, Seasonic, Silverstone, Antec or Be Quiet!. If those PSUs were sensitive enough to properly protect the components, then making them more sensitive to the point that they malfunction was a mistake IMO.

Now, of course, when I say those brands I'm specifically talking about their upper-echelon products not their cheap crap (like the EVGA 400N1 for example). Those brands earned the trust of people over decades and didn't do it by not properly protecting PC components from electrical damage. They should have left their designs alone because they were clearly already rock-solid.

Well, the crappy 850W would probably still be only 700W-750W on the +12V rail, the one rail that really matters. That's why cheap PSUs aren't really what they claim to be.

Both my OCZ Z1000M and EVGA 1000 G2 Supernova have handled two R9 Furies at the same time

there are a number of factors in work, the biggest one being allowing Nvidia & AMD to be the tail the wags the PSU oem/brand dog. One can certainly see Sirtec being lax in the ocp/ovp sensitivity of the OCZ. People often forget about oem/brand in house testing making sure the units play well with video cards that don't show up in reviews.

just because you didnt have a problem, doesnt mean no one has.

my Asus nforce board and 7800GT i had in mid 2000 were both damaged by gold psu (brand name),
luckily got mfg repair thru the shop i bought it from.

if it goes up in flames (like one of mine did),and burns down your house (e.g. running rig while at work),
but didnt (directly) kill a component, still a "good" unit? right.

completely ignoring that spikes from a gaming gpu are different than the load from say mining.
the 750W (gold) couldnt handle my 2080S WB (stock), with the gpu (diagnostic led) showing insufficient "power",
causing issues with gaming/benchmarks, while the RMx 750 i swapped it for, has not.

setting "but it works fine for me" as only priority, isnt a good idea.
