Cannot cold boot at 4.8Ghz

Benchmark Scores i'm working on that
I'm extremely very much new to overclocking on the intel platform. I feel like i could have a killer chip, but something keeps hanging me up.

To make a long story short, i can boot no problem with the right voltages up to 4.7.
After 4.7 sometimes(not all the time), my computer won't cold boot, or if it resets it might not boot at all.
Once i get it booted which usually requires me playing with the power button and the power cord for 10 or so minutes, the computer is fine. I've tested this all the way into the 5.2-5.3 range.
I can stress test with any stress test program, and game all night at these clocks and never get a crash or bluescreen or anyting, it just works, and it works great.

I feel like i am missing something in voltages or settings. Here is what i have below

Asrock extreme7 gen3
intel core i7-2700k
2x4gigs g.skill sniper ddr3 1866 running at xmp profile and 1.54v
coolermaster 1kw psu

Perhaps someone can point something out that i'm missing

Then that means it's still actually not stable. "Instability" doesn't just mean "BSODs, crashes, fails stress tests." It also includes "can't boot."

i would assume that it would'nt make it through 48 hours stress test either though?
