Cant enable BD PROCHOT, after I disabled it..

Basically title, I disabled BD PROCHOT to see what happends, after i disabled it greyed out but it did work, the pc did not thorttle instead it powered off, now im trying to re-enable BD PROCHOT but it doesnt let me. And its not just a visual glitch, it poweres off when stresstesting and does not throttle.
I tried restarting / reinstalling throttlestop/ deleting throttlestop.ini.
If u guys have any tips would appreciate
 
Exit ThrottleStop, delete the ThrottleStop.INI file and completely power down your computer.

You can also hold the Shift key down and then select the Windows Restart or Shut down options to do a full shut down.

Use ThrottleStop 9.6 if you do not like the new BD PROCHOT lock feature.
