Can't find a solution to these frametime spikes

Hey guys. I've been dealing with this issue since I got my new PC.

frametime spikes

Specs:
  • CPU - 9800X3D
  • GPU - 4070 Super
  • Mobo - X870 Aorus Elite
  • Ram - 32GB
  • SSD - Samsung 860 Evo 4TB & WD_Black SN850X 2 TB NVME
  • PSU - Corsair 1000W
When I cap the game's FPS above my refresh rate, I'll get stutters. It happens once or twice in every match even at capped refresh rate (165hrz), although the stutters are less severe. All the graphic settings are on low.

Here are the things I've tried:
  • Disabled overlays
  • Disabled startup apps
  • Latest chipset drivers
  • Latest BIOS update
  • Latest GPU driver + rolled back various times
  • Enabling/disabling EXPO
  • Enabling/disabling HAGS
  • Enabling Global C-state (this worked for Marvel Rivals stutters)
  • Swapped out GPU, CPU, RAM, Mobo, PSU so the only thing I've carried over is the SATA SSD (the game is installed on the NVME)
With my previous build, I never dealt with this issue. I'd really appreciate if someone could give me some insight because I'm at a loss.

I'll sometimes get a spike during Elden Ring, Silent Hill 2 (I know it's unoptimized), and Clair Obscur (when loading a new map).

Did you try NOT to use MSI Afterburner at all and see whether that is the software that causing the problem? Many times I read that it's the MSI Afterburner (more specifically RTSS) that causing this issue

I had irregular spikes with my 9800x 3d. Happened once every 15+ minutes or something. Nothing fixed it for me so I gave up

The spikes seem less frequent on Horizon: FW when I have MSI and RTSS off, but there's been no difference on Overwatch. It's weird when it's a less demanding game.

Sorry to hear that. Maybe we should go back to Intel.
 
My suggestions:

1. Thermal paste on the 4070 Super could be drying out, check the Core Hotspot Temp, if it is >15C higher than Core temp then consider replacing TIM on the 4070S.
2. Try Enabling in game V-Sync; in Nvidia APP, set V-Sync to "use 3D application setting" and Max FPS to 160FPS

Tested the hotspot temp in the middle of stutters. Maxed out at 68c while the core was at 60.
Capping at 160 within the app makes the stutters less severe, but they still occur.

Probably the 9800x3d, try with different boost settings and or SMT off.

Could try with non 3D CPU if you have one to isolate.

Just benching had another thread on a similar issue.

You haven't done the Edit Power Plan > Change Advanced Power Settings > PCIE Express > Link State Power Management > Set to 'Maximum Power Savings'

I see you have 2x NVME Drives, 'Lane Sharing' is known to cause these stutters.
 
stab in the dark are you using wallpaper engine ? it made some games stutter when using some wallpapers with me.

I'm using a still wallpaper.

This is still NVME related imo I had the same frametime spikes in POE2. For me it was because I didnt install the heatsink on the nvme properly. The moment i plugged it in right with the heatsink on top the issue went away.

It looks to be performing as it should, but I can take a look at it later. Will edit this post if needed.

We have the same motherboard too lol, for me the latch was *just* on, it actually required a bit of push down force to make it sit like in the pic. It didn't affect general performance but made all my games feel like they went into slow motion for a second or two.

@LavB at this point, you could try to disable SysMain service and see if it help. Worst case scenario it does nothing and you just have to enable it back.

Could also check if game mode is off. (Probably not, but who knows)

Are you sure you are running in full screen mode and not maximized borderless windowed mode? Sounds dumb but that always got me with Horizon Zero Dawn and some other titles until I figured out they didn't default to running in full screen mode for some reason (maybe because I run multi-monitor).

Another random stab in the dark you could try dropping the PCIe slot down to PCI-Express 4.0 speeds.
