Can't Run MSI Hawk R9 270X With Cooler Master Thunder 450W
Graphic Card Require 2X6 Pin Power Connector
My Psu Have Only One
So Using One From Psu And Other From Dual Molex To 6 Pin Connector
But Fans Spin Then Stop Sometimes One Fan Spin One Not No Signal At All

Cooler Master Thunder 450W
MSI Hawk R9 270X 2GB

Maybe My PSU Not Pull Enough Power Should I Get PSU Replace By Corsair VS650 W It Has 2x6Pin Connector And Enough Watt

Benchmark Scores Faster than yours... I'd bet on it. :)
Try card in a different system... it should work with molex to 6-pin.

That PSU is a trashcan fire. Try a PSU that isn't a trashcan fire.

What revision of the board do you have? The revision number is found on the white silkscreen of the board, there are 7 possibly 8 revisions of that board total (not a good sign)
Here's your motherboard

https://www.gigabyte.com/Motherboard/GA-H61M-DS2-rev-10#ov

Get the manual and study it.

Heres your card, read the recommended spec of the psu.

https://www.msi.com/Graphics-card/R9-270X-HAWK/Specification.

Verify your monitor is hooked up correctly and that the monitor is on the right input. If necessary try the IGP of the cpu to verify your monitor didn't just suddenly commit Harakiri

Once you have your revision number update the motherboard bios using the correct revision number.
Breadboard the motherboard , blow pci express 16 out of dust check the contacts on the card too.

Reseat that card in the slot firmly and fully into it, sometimes cases are slightly bent or motherboard sits crooked in case.

Last step try the card in another machine, if it boots there you may have an issue with cpu not being inserted correctly or the card and mobo are just not compatible or slot is dead.

Take to a shop to verify if parts are bad/working/not compatible...

Without Graphic Card pc Work Fine
GPU inserted into PCI slot then signal work from Mobo vga not from HDMI gpu

Put first 6pin into gpu one fan spin no signal from hdmi gpu still can get signal from mobo VGA

put second 6pin sometimes psu, cpu,GPU fan spin for second then stop or one fan spin no video signal from hdmi gpu not even via Mobo vga
already updated to newest Bios rev 2.2 btw

Is this psu power is not even enough for boot to bios ?

Using Asus Hd7790 Direct Xiii OC on this system Which requires one 6 pin how much difference between power consumption of this 2 GPU maybe GPU is dead

Make sure you are plugged into that 270, try the card in another machine. And yes its possible your psu isnt strong enough to run a 270, they call for 500w minimum so its a crapshoot at this point till you try what we suggest. It is possible the H61 doesnt like the 270, thus needing a mobo bios update.

What revision is the motherboard?

If the card isn't bad then it might be a bad adapter cable- note that you could try an 8 pin PCIE to dual 6 pin (or 6+2 pin) PCIE adapter*

Like this one:

*not the best option but that card will only run about 150w at stock clocks so it should work
