Copper Shims on Chipset

Sadly, even on boards w/ external clockgen, you can't get all that far (IIRC). Might be something fun to try on an older platform though.
apologies for drifting the topic, but: Back in the 939-AM2 days, OCing the FSB was quite the 'thing'. I can't find the pic, but ATI even had high FSB-OC as a selling point in marketing slides for Manta/RS580/RD580.

Not really mind boggling. You've just confirmed what's been mentioned already:
The heatsink for that X570S board, is at its limits.
(or, you're sucking warm air from the GPU's back onto the chipset. Try a laptop's fan? Or, try to set your lil noctua when it arrives to 'blow across' the heatsink, instead of 'ontop' of it.)

Considering you have already DRASTICALLY dropped temps by moving the GPU, and have a front intake fan blowing by the chipset, I think you've already reached the end of your journey
(but, were not left 'empty handed')

I still don't blame you for trying. Used to do the same w/ my GPUs back in AGP days. (Tho TBF, on my X800 GTO, it made big OCing improvements.)

If you want to 'go further' for personal-enrichment, go for it! But, you'll be looking at trying to find (or have made/make) a ULP Copper Heatsink.

Moving GPU away affected in a positive way only when gaming. If I set the gpu fan manually It was actually dropped the temps of the chipset, when fans are set to max.

My chipset creeps up 10-12c when my GPU is doing ~300w

I don't really mind.

Seeing that open space beside your ram makes me confused about what your case actually wants to do

You can try all the tricks in the book, but honestly even the passive X570S heatsinks do not have enough surface area to be good for cooling. On the ACE MAX it's just one large flat slab, so if you wanted to compensate with airflow you would have to ensure a lot of air moving over the entire thing. If you had something with dense fins combined with a lot of active direct airflow it could help (see Gigabyte VRM heatsinks design for X570/B550 Aorus Elite and Master), but that would be hard to design without running into height clearance problems. Being necessarily covered by a 300W GPU doesn't help either.

Have you tried Honeywell PTM7950? Works excellently for laptop CPU/GPU dies, where consumer thermal paste often does not have enough thickness for good contact.

It's still X570 so anywhere between 60-80 is just fine. There are too many case and mobo and GPU configurations to account for, some affect the chipset less than others.

Your system fans are at low speed. Increasing the rpm may work in a good way.

Yup. I think I have one of those boards and used it w/ a pinmod'd Xeon. -Was my 'garage PC' with a healthy OC. I still want to find some choice old kit to do some experiments in cooling and shielding on. Prolly have it already, between my DFI NF4 board and the aforementioned Gigabyte P45 board.

Also, removing the front magnetic dust filter has helped reducing 4-5 degree celsius .

I wish there were 'pleated' style filters for fans. Flat-sheet filters are terrible for static pressure and airflow.

At least things are steady at 49-50 degrees Celsius for now.

It's a little warm here today so I have 22.5 ambient at this moment so this would my idle temp. Under load I never seen it go past 56 maybe 58C max on say a day like today. My previous X570 would be at 61C under load(drove me nuts)Also the board didn't allow a custom setting for the chipset fan I had 3 choices Silent, Balanced and Performance(obviously I ran performance)

65 down to 50 not bad you might try lowering PCH voltage a bit too and see if that improves temps any provided you don't encounter any instability due to it.

It is already down clocked to minium available in bios settings.
With front panel completely removed, it become like this:

Don‘t get greedy mine idles around 48 at 22 in fact 23C ambient I just checked in a very airflow limited case. It’s always gonna run warm you’re aiming for lower load temps. Having an MSI board that technically has a smaller cooler footprint than yours I“m totally fine with mine maxing out a 56C My current ambient is 23C which for me personally is “hot” for me as a human. I’ll see what kind of load temps I get at an ambient I consider uncomfortable. I still expect no higher than 58C

LOL Edit: besides it being 23C in here I am waiting for some Gelid to repaste my GPU tomorrow. I was running AIDA Stress Test and my GPU temps scared me off....It wasn't really moving the PCH temps much either just at 50C

Actually my Stress test wasn‘t a complete failure. I did get some current “wall pull” numbers. 645W so lets just say it’s pulling 650W max from the wall under maximum load.

So you say AMD generally runs hotter? I think a big difference is the VRM's and motherboard, the components they've used.
Also airflow ofcourse.

BTW OP lives in Turkiye, if he isn't using A/C ,means higher temps.
